Mongolia's State Procurement Agency (SPA) has been implementing an electronic government procurement (e-GP) system to improve transparency, fairness, and accountability in public procurement processes. Key data from the e-GP system include: a total of 381,234 tender invitations were issued from 2020 to 2023, with 227,559 invitations in 2023 alone; 1,638,154 participants registered in the system, with 381,234 participants in 2023; and 1,542,207 tender participants, with 442,233 participants in 2023. The e-GP system has also facilitated framework agreements, with a total of 22,578,195 items purchased under these agreements from 2018 to 2023. Additionally, the system has saved approximately 413.67 billion MNT (USD 118 million) through e-shopping mall purchases from 2018 to 2023. The e-GP system has been instrumental in streamlining coal transportation, resulting in significant savings and increased tax revenue for the government. From 2020 to 2023, 23 lots of framework agreement tenders were conducted, with 113 companies selected for 7 packages in 4 directions, and a total of 2.6 million tons of coal delivered as of the 3rd quarter of 2023. The second stage of competition for transportation under the framework agreement began on January 22, 2023, with a total cost of transportation of 163,461 MNT and a budget of 55,875 MNT, resulting in total savings of 268.9 billion MNT.
