2、e,the European Commission was tasked to establish a monitoring,reporting,and verifying(MRV)system for non-CO2 aviation effects.As per the revised ETS directive,aircraft operators(AOs)are required to report their yearly non-CO2 aviation effects per flight occurring from 1 January 2025.o Only for the
3、years 2025 and 2026,AOs can choose to apply the MRV to the reduced ETS geographical scope(intra-EEA flights and flights from EEA to Switzerland and to the United Kingdom)instead of full geographical scope.The MRV,being the first of its kind,is designed as a tool that evolves alongside scientific adv
4、ancements.Its guiding principles are flexibility and data accuracy,while it seeks to minimize administrative burdens.The MRV integrates state-of-the-art open-source climate models with automated IT tools to monitor and report effects.It encourages AOs to contribute real data to enhance the climate p
5、rofile of their flights and permits the use of third-party models approved by the Commission.The Non-CO2 Aviation Effects Tracking System(NEATS)is the MRV main IT tool available to aircraft operators,accredited verifiers,and to competent authorities(CAs)for the purpose of facilitating and,to the ext
