1、建设自然城市 中国城市生物多样性保护最佳实践案例Cities with Nature:Best Practices in Urban Biodiversity Conservation by Chinese Cities 通辽市 Tongliao City 通辽市 Tongliao City前言 Foreword“自然城市”(citieswithnature.org)为全球城市提供了一个生物多样性保护知识分享和交流合作的平台。城市、社区和专家可借此平台建立联系、分享和学习，通过将生物多样性在城市主流化，更好地造福人类并保护自然。该平台汇集了众多城市的生物多样性保护案例，各类工具和技术资源，宣传

2、分享有关城市与自然的故事，供地方政府及相关机构学习交流。该平台能够帮助提高地方政府的生物多样性管理水平，促进城市间合作，共同推动城市可持续发展。作为生物多样性公约第十五次缔约方大会（COP15）的主席国，中国积极鼓励地方政府采取行动保护生物多样性。在COP15 期间，6 个中国城市（成都、湖州、嘉兴、昆明、南阳、深圳）加入了“自然城市”平台，并在 COP15 第七届城市峰会上获得了证书。这些城市还同时被授予“生物多样性魅力城市”称号，以表彰其在地方生物多样性保护方面所作的努力和取得的成绩。继昆明-蒙特利尔全球生物多样性框架和中国生物多样性保护战略与行动计划（2023-2030）通过之后，中国地

3、方政府正采取积极措施，落实新的全球目标和国家战略。在生物多样性公约第十六次缔约方大会（COP16）即将召开之际，又有20 个中国城市在宜可城的支持下加入了“自然城市”平台，并积极向国际社会分享其行动进展。本报告通过精选的案例和实践，展示了这些中国城市在保护生物多样性、实现人与自然和谐共生方面日益增强的承诺、具体行动和进展。CitiesWithNature(citieswithnature.org)is a global platform for cities and other subnational governments,their com-munities and experts to

4、connect,share and learn from each other in mainstreaming nature into our cities in ways that benefit both people and nature.It brings together biodiversity conservation cases from many cities,various tools and technical resources,and shares stories about cities and nature for local governments,commu

5、nities and related institu-tions to learn,exchange,and establish connections.The platform can help enhance biodiversity management of local governments,promote cooperation among cities,and jointly advance sustainable urban development.As the presidency of CBD COP15,China has actively mobilized local
