Montenegro, a small country in Western Balkans, is aligning its public procurement with EU directives and has received substantial support from the European Commission for procurement reform. Since 2021, a e-Procurement system has been under implementation. The Public Procurement Policy Unit's assessment focused on e-Procurement, began in 2023, with two physical missions conducted, including a three-day assessment for the e-GP system. The assessment revealed the need for substantial upgradation of the current system due to limitations posed by old technology. Key experts involved in the assessment included procurement lawyers, reform experts, international and local MAPS consultants, financial management and governance experts, and economists. For the e-Procurement supplementary module, additional experts in e-GP, data analysis, and local procurement were involved. The assessment is scheduled for final delivery in 2024. The indicators and sub-indicators used in the assessment are well-designed, serving as a powerful tool for e-GP system assessment and strategy development. The World Bank is also relying on this assessment for e-GP system usage in Montenegro's World Bank-funded project procurement. An interesting analysis as part of the e-GP assessment includes the procurement of goods, services, and works, revealing a percentage of tenders and contracts, and the top 10 Contracting Authorities (CA) based on estimated tender volume. The competition indicators show the average number of bidders per lot and the percentage of lots with only one bidder. The processing times for different contract types are also presented. In summary, Montenegro is advancing its e-Procurement system with support from the World Bank and the European Commission, aiming for better alignment with EU directives and improved performance indicators.
