我国清洁能源分布和用电需求也存在“胡焕庸线”。由于气候、生产力发展以及历史政治经济等因素,我国区域间的经济发展不平衡。1935 年提出的“胡焕庸线”(又称黑河—腾冲线)就是这一现象的典型描述:胡焕庸线以东地区以约 36%的国土面积,占据了我国 95%以上的人口(20 世纪 30 年代当时的数据)。而我国清洁能源分布和用电需求也存在“胡焕庸线“。胡焕庸线以东消费了 86.5%的电量,以西则仅消费了 13.5%,但是在清洁能源分布上,从我国风资源和光资源分布可以看出,胡焕庸线以西则远高于胡焕庸线以东。除了海上风电资源外,其余风光优质资源均远离负荷密集区,有巨大的电力调配需求。
