1、1(一)案例正文“虎哥回收虎哥回收”:开启城市垃圾治理新时代:开启城市垃圾治理新时代摘摘 要:要:“垃圾围城”已经成为当前城市可持续发展的障碍和短板,各个城市政府都试图创新适合自身的垃圾治理模式,杭州市余杭区的“虎哥回收”模式走出了一条民营企业深度参与城市垃圾治理过程的新路子。“虎哥回收”构建了政府主导、企业主体、社会组织和居民共同参与的城市垃圾协同治理机制,破解了居民源头分类难、中间环节清运成本高、末端垃圾处置难等困境。本案例通过深度解读“虎哥回收”,分析该模式中不同参与主体的角色定位:“领路人”余杭区政府、“实干家”虎哥回收、“教育者”公益组织、“受惠者”广大群众、“推广者”多级政府,分析
